Dear Sir Charles,
American Embassy, London, January 11, 1910. REFERRING to our conversation this afternoon regarding the Hankow-Szechuan loan matter, and to your request that I put in writing the substance of certain instructions which I have just received, I beg to inform you that my Government finds the proposal to divide the Szechuan line into four equal parts among the four groups as unacceptable, since such an arrangement would cancel the agreement already reached between the United States, and Germany. Mr. Knox continues to urge the acceptance of the American proposal as the most feasible and equitable settlement of the question.
